This one’s a judgment call, but we’d lean towards “Interference!”
The on-deck batter is allowed to be in the circle, but if he is involved in a play (ex: the ball hits him or he has to vacate space for a defender), the umpire has to judge whether or not his interference is intentional or unintentional. If it’s unintentional (i.e. he tries to jump out of the way, and the ball still hits him), interference isn’t called.
Because he peeked up and saw the fly ball headed his way, and he still obstructed the C’s path to the ball, the umpire has the authority to make the call that would nullify the interference. In the case of an easy fly ball, the batter is out. (Rules 3.15, 7.09j)
